Purpose and Objectives
The project will produce a report that will:
- determine the potential of the use of standards in eGovernment,
- map the territory of, and relationship between, existing initiatives relevant to the use of standards in eGovernment.
- perform a gap analysis based on a) and b)
- make recommendations about the mechanisms for creation, delivery and maintenance of the standards. The project will also organize open information dissemination and awareness events to present the interim and final reports.
Scope of work
The Report aims to address both:
- the digital provision of services by single and multiple government or public sector agencies, at national, regional and local level, including cross-jurisdiction/cross border issues;
- the “government” of eGovernment, including how the digital provision of services is managed, quality criteria, conformance testing/certification, best practice, etc. and according to what standards and decided by whom.
The report will give guidance for administrations to choose among the wide range of standards and specifications, or evaluate the relative authority, validity or sustainability of a particular choice, based on any hierarchy of norms.

The present work plan covers the time until and including the Lisbon meeting. It is highly likely that both the Lisbon meeting and the 3rd Meeting of the Focus Group will require changes, possibly even additions to this work plan. Therefore, a total of 30 days (including the unassigned days) are left free to cope with these contingencies.

Building on the SUN service ontology formulate an ontology for the description of eGov standardization initiatives and standards (including areas of application, stakeholders, scopes etc.)
Capture a wide understanding of “standard” comprising frameworks, naming and design rules, good practice documents; registries, repositories; and clearing houses and standards and specifications, that are used, or proposed for use, by public administrations.

- List existing standardization initiatives pertinent to eGov (including major stakeholders and scopes)
- Harvest standards in current use (including brief descriptions, typical use cases and areas of application)
- Analyze the impact of Europe's multilingualism and multiculturalism on eGovernment standards and standardization
- Document the findings in a topic map according to the ontology agreed upon in step 2.
- Devise a mechanism to generate (parts of) a print report from this.
Give special attention to the areas of eID, eProcurements, and Archiving (including Document Standards Format)

Perform a gap analysis based on the results of step 3 and step 5 and document the results. In particular, identify recurring or frequently encountered policy issues, with a view to providing common solutions, with particular regard to the gap between stated goals and actual delivery of solutions, and identify any obstacles to a coherent approach to eGovernment standardization at the trans-national level, in terms of authority, governance and infrastructure.
