Use Case 1: eGovernment Programme Manager
The demonstrators for the nascent eGovernment Resource Network were originally designed with two scenarios of a use case in mind. While the work of eGov-Share is by now means restricted to these scenarios and have since been complemented by other use cases, they continue to be a touchstone for the project's continued focus. That said, not all of the resource types and in particular not all genres of eGovernment-related documents that are germane to this use case must necessarily be taken into account in step one of the information modelling.
The use case centres around an eGovernment Programme Manager who first needs to scope the eIdentity landscape to for a potential project in that arena. The same person then seeks information on concrete (not necessarily purely eGovernment) resources that would help realizing the project.
Scenario 1: Scoping the Landscape
The eGovernment programme manager needs to define a project on eIdentity management and wants to learn more about the subject. For this she'd need access to
- relevant laws (especially for her jurisdiction)
- policy documents
- possibly requirement documents specified by other administrations
She'd probably also profit from general documentation on the subject and experience reports.
Scenario 2: Project Planning
In the second step the eGovernment programme manager is charged to start a project to build an eIdentity authentication service based on a given technology stack and interoperable with solutions in neighbouring countries. For this she'd want to complement her general scoping exercise with specific knowledge about:
- existing eGovernment services
- best practice reports in implementation issues
- pertinent technical and semantic specifications
- suitable software components that implement these specifications
The eGRN ultimately lays the technical and semantic foundation for realizing such a one-stop-shop for eGovernment-related resources.
